Author Guidelines
Registration and Login
First Time Users
Authors who wish to submit manuscripts to Opinio Doctorum must first register an account through the journal's Open Journal Systems (OJS). After successful registration, authors may use their username and password to submit manuscripts, track submission progress, and communicate with the Editorial Office. Registration is required only once.
Returning Users
Authors who already have an account may log in directly to submit new manuscripts, monitor the review process, and access editorial decisions through the OJS platform.
Peer Review Policy
All submitted manuscripts undergo an initial editorial screening to assess their suitability with the journal's focus and scope, editorial standards, and formatting requirements.
Manuscripts that successfully pass the initial screening are subjected to a double blind peer review process conducted by at least two independent reviewers. The identities of both authors and reviewers remain anonymous throughout the review process.
Editorial decisions are based on reviewers' recommendations and may result in one of the following outcomes:

Manuscript Submission Policy
Manuscripts submitted to Opinio Doctorum must:

Be original and unpublished work;
-
Not be under consideration by another journal or publisher;
-
Be free from plagiarism, data fabrication, falsification, and other forms of academic misconduct;
-
Fall within the journal's focus and scope.
The journal welcomes manuscripts in the following fields:

State Institutions;

Constitution and Constitutionalism;

Constitutional Court;
-
Constitutional Law;
-
Administrative Law;
-
Local Government Law.
Authors are expected to submit manuscripts only when they are committed to publishing in Opinio Doctorum. Simultaneous submissions to other journals are strictly prohibited.
Copyright Permissions
Authors are responsible for obtaining written permission to reproduce any copyrighted materials, including figures, tables, illustrations, photographs, maps, or substantial portions of previously published text.
Evidence of permission must be provided upon submission. Any copyright related issues arising from the use of such materials remain entirely the responsibility of the authors.

Reference Management
Authors are strongly encouraged to use reference management software, such as:

Mendeley
References and citations should be managed consistently using one reference management system.
Abbreviations
Abbreviations should be used sparingly.
Terms should be written in full upon first mention, followed by the abbreviation in parentheses.

Manuscript Preparation
Title
The manuscript title should:

Be written in English;
-
Be concise, informative, and specific;
-
Contain no more than 15 words;
-
Not include author names, affiliations, or contact information.
Abstract
The abstract must be written in English
Requirements:

One paragraph;
-
Maximum 250 words;
-
Must include:
-
Background;
-
Research objectives;
-
Research methodology or legal approach;
-
Main findings;
-
Conclusion.

Keywords
Provide three to five keywords separated by semicolons (;).
Introduction
The Introduction should contain:

Research background;
-
Review of relevant literature;
-
Research gap and novelty;
-
Research objectives or research questions.
Research Method
The Method section should clearly explain:
-
Type of legal research;
-
Research approach (statutory, conceptual, comparative, historical, case approach, socio legal, or empirical approach);
-
Sources of legal materials or research data;
-
Data or legal material collection techniques;
-
Analytical methods.
Results and Discussion
Results and Discussion may be presented separately or combined.
This section should:
-
Present research findings clearly;
-
Critically analyze the findings;
-
Relate findings to constitutional theories, administrative law principles, and relevant literature;
-
Demonstrate the manuscript's contribution to legal scholarship, constitutional development, public administration, or local governance.
Tables and figures should be numbered consecutively and include clear titles and sources where applicable.
Conclusion
The Conclusion should:

Summarize the principal findings;
-
Answer the research objectives;
-
Highlight theoretical and practical implications;
-
Provide recommendations for future research or policy development.
Avoid repeating previous discussions verbatim.
References
Opinio Doctorum adopts the Chicago Manual of Style, 17th Edition (Full Note and Bibliography) citation format.
Reference requirements:
-
Minimum 15 references;
-
At least 80% should originate from primary scholarly sources, particularly peer reviewed journals;
-
Preference should be given to literature published within the last five years;
-
Every citation must appear in the bibliography;
-
Authors are encouraged to cite references with DOIs whenever available.
Plagiarism Policy
All manuscripts submitted to Opinio Doctorum are screened using Turnitin Similarity Check.
Manuscripts containing plagiarism, self-plagiarism, duplicate publication, data falsification, fabricated data, or other forms of academic misconduct will be rejected immediately.
Accepted Articles
After acceptance, manuscripts proceed through the following production stages:

Copyediting;

Language editing (if necessary);

Proofreading;
-
Layout editing;
-
Final author approval;
-
Online publication.
Accepted articles are assigned a Digital Object Identifier (DOI) and published through the journal website.
Proofs
The corresponding author will receive page proofs before publication.
Authors are responsible for checking:

Typographical errors;
-
Formatting consistency;
-
Accuracy of references and citations;
-
Author names and affiliations.
Only minor corrections are permitted at this stage.
Online First Publication
To facilitate the rapid dissemination of scholarly research, Opinio Doctorum may publish accepted manuscripts online prior to their assignment to a regular issue.
Online First articles:
-
Receive a DOI immediately;
-
Are fully citable;
-
Become part of the permanent scholarly record.
Once an article has been published online, substantive changes may only be made through formal correction or retraction procedures in accordance with the journal's publication ethics policy.
