Development of Risk Governance and Logistics Framework for Government Building Projects in 3T Areas
Abstract
The construction of government buildings in the Southwest Papua region faces different challenges compared to construction projects in urban areas of Indonesia. The characteristics of the archipelago, limited transportation infrastructure, high dependence on material distribution from outside the region, and socio-cultural complexity of local communities cause a high risk of project delays. This research aims to develop a risk management and logistics framework that is in accordance with the characteristics of government building construction projects in the Southwest Papua region. The research uses a qualitative case study approach with research locations on several government building projects implemented in Raja Ampat Regency, Sorong Regency, and Sorong City. The informants consist of contractors, supervisory consultants, commitment makers, project managers, and community leaders selected through purposive sampling. Data were collected through in-depth interviews, field observations, and documentation studies. Data analysis was carried out using the interactive model Miles, Huberman, and Saldaña through the process of data reduction, data presentation, and conclusion drawn. The results of the study show that project delays are influenced by five main themes, namely geographical and logistical barriers, socio-cultural dynamics of local communities, weak coordination between stakeholders, limited project risk management capacity, and uncertainty in the procurement of construction materials. The research resulted in an archipelagic region-based integrated risk governance and logistics framework that emphasizes risk identification from the planning stage, strengthening multi-stakeholder coordination, logistics buffer strategies, and local community involvement. These findings make a theoretical contribution to the development of 3T regional construction project risk management as well as practical implications for local governments and construction implementers.
